Are there special immigration procedures for different provinces in Canada?
Certain provinces have been given the authority by Immigration, Refugees and Citizenship Canada (IRCC) to select or nominate candidates for immigration destined to their respective province under the Provincial Nominee Program. Quebec has exclusive authority to select candidates who intend to reside in that province. These applicants are subject to Quebec's selection criteria, in addition to Federal medical and security clearance requirements. They must also pay an additional fee for processing by Quebec immigration authorities. Applicants who qualify under the Federal selection requirements may not necessarily satisfy Quebec's selection requirements, and vice versa.

Can a candidate apply directly to a province under a Provincial Nominee Program (PNP)?
Yes, a portion of the PNPs, known as the "enhanced" portion, will be inside Express Entry, with the remainder operating external to Express Entry. If a candidate is eligible for a particular PNP and that PNP is receiving applications for assessment at the time, he or she may make an application to that particular province under the PNP without having to create an Express Entry profile. When considering education, all candidates must have acquired at least two years of academic study in Canada and must have graduated from an approved Canadian post-secondary educational institution to qualify for the Canadian Experience Class. There is, however an exception to this rule. A candidate would still be eligible for the Canadian Experience Class in the event that he or she has completed a one-year Master’s degree after completing another program that is one year in length and from an approved Canadian post-secondary educational institution. The programs must be completed within two years.

A request to transfer an application to another Canadian Immigration Visa Office may be made to the Canadian Immigration Visa Office processing the file. The Canadian Immigration Visa Office will decide, based upon “program integrity”, whether or not to transfer the application. In certain circumstances, the Canadian Immigration Visa Office processing a file may decide on its own to transfer the file to a different, more appropriate Canadian Immigration Visa Office, even without a request.
